SEIKO automatic -- the dial on the left

I just bought a big Orange Seiko automatic and can't figure out how to use the left bigger crown.

For this watch, it may be possible that the crown at 4 o'clock turns the inner bezel, and the one at 9 o'clock is to set the watch. Looks like it may be a "lefty."
